CRPF personnel dies after knife attack

DAPORIJO, July 4: A CRPF personnel succumbed to his injuries after being attacked by a miscreant on Sunday night at Daporijo.
Devakar Das (34), constable, 138 BN CRPF was allegedly attacked with a knife by one Rokder alias Tadar Motu.
The incident happened when a patrolling team of CRPF and civil police were taking the accused and another youth to the police station after they were found creating nuisance near the District Hospital. Passing through a dimly lit area, the accused took out his knife and attacked the police party after which both the youths escaped.
Of the two injured personnel, Das succumbed to his injuries in the hospital.
Meanwhile, police has nabbed the accused on Monday and is in the police custody. The weapon used during the attack has also been recovered from the accused, informed Upper Subansiri SP, Taru Gusar.
Sonowal in Arunachal, emphasises for permanent border trade
JAIRAMPUR, July 4: Acknowledging the significance of border trade through Myanmar, Chief Minister of Assam, Sarbananda Sonowal has emphasised on permanent opening of the border trade with South East Asian countries that will benefit the states of Assam and Arunachal Pradesh.
Sonowal was speaking to mediapersons during a short visit to Jairmapur on the invitation of Nampong-Jairampur MLA, Laisam Simai on Monday. The Assam CM was touring the Assam-Arunachal border.
The Assam CM also highlighted the need to create and expand regional markets for trade, investments and industrial development.
Echoing the views of the Assam CM, MLA Laisam Simai said that the opening of border trade will tremendously boost trade and tourism in the region.
'Opening of border trade will develop close economic and commercial ties, increasing strategic and security cooperation and the emphasising historic cultural and ideological links,' he added.
Stating that the visit would mark a beginning of a new era, Simai expressed hope that it will help highlighting the need of the region and attract attention of the policy makers on the border trade issue.

Governor, CM extends Dree greetings
ITANAGAR, July 4: Governor JP Rajkhowa and Chief Minister Kalikho Pul greeted the people of the State on the occasion of Dree Festival of the Apatani tribe.
In his message, the governor hoped that the festival will usher in peace, prosperity and happiness for all.
Dree which is an agricultural festival celebrated with spiritual invocations and rites, highlights the vibrant culture and traditions of Apatani Tribe.
It is one of the rich cultural assets of the State and at the same time it reinforces the cultural fabric of the society, the governor said, and appealed to the learned elders and youth to take pride in their ethnicity, customs, traditions and preserve it.

ITANAGAR, Jul 4: Two-time defending champions South XI retained the Summer Basketball Tournament title in Girls category defeating KV 31-5 in the final played recently.
Dark Hoopers finished 2nd runners up behind KV (1st runners up).
Natasha Apang was adjudged as the Most Valued Player (MVP) in women’s category.
In boys section, AUB beat IBT 45-37 in a keenly contested final match to win the title.
Lichi Anthony and Kargam Riba were adjudged as MVPs in men’s category.
The participating boys' teams included IBT, AUB, NHT, NSW, NBB, Shadows and Peace.
The tournament was organized by All Arunachal Basketball Association headed by President Donyi Eshi.
RGU introduces online admission system
ITANAGAR, July 4: The Rajiv Gandhi University has introduced online admission system from the current academic session 2016-2017 onwards.
Applicants will be able to apply to various courses through online.
In a release, RGU, Deputy Registrar, Dr.David Pertin stated that, the online admission system was much awaited now making admission possible with the click of the mouse from across the country and beyond easing the way for prospective candidates to apply without any hurdle. Both the offline as well as online modes of applying for admission will be in place. Presently, the online mode of admission has been introduced for UG, PG, Diploma and Certificate courses. Applicants willing to apply through this mode can visit www.rgu.ac.in and will have to register themselves online first. There will be also option to pay fees online as well as through offline mode after filling up the online applications. One can also keep track of the status of their applications by logging into their registered accounts.
Door to door garbage collection at Itanagar
ITANAGAR, July 4: The Itanagar Municipal Council is going to start door to door collection of garbage in C- sector under Ward No.15 Itanagar from July 8.
A release from Chief Municipal Executive Officer informed that the collection would be done at All India Radio Road/ Circuit House area on the first day, from Chief Secretary Bungalow to NH- 415 on the second day and C-Sector internal road on the third.
Sanitary staff with Tata Ace vehicles will move around and blow the whistle to signal its arrival on every alternate day from Monday to Saturday.
The CMEO has appealed the residents to cooperate with the IMC and not to throw garbage on the road and dustbins in the above sectors. The residents are requested to come out and hand over the garbage when the vehicles near their respective gates. The Gandhi Market dustbin will be emptied every alternate day.
The door to door collection has already been launched on experimental basis in Ward No. 25 (Naharlagun) and Ward No.17 and 18(Itanagar). DIPRO
One released in extortion case, org seeks united stand against nefarious design
ITANAGAR, July 4: In a new twist to Friday's extortion case, police here in East Siang district today released Sama Yangfo - one of three persons detained in the case.
Sama Yangfo was not involved in the extortion, informed Pasighat police station OC Atan Taki, adding that Sama's name had not been mentioned by the complainant in his FIR.
"He's been given a clean chit in this case after thorough inquiry," Taki said.
The OC clarified that Sama had not been arrested but detained, as he was with the prime accused, Pranab Yangfo, when they were arrested by a police team in West Siang HQ Aalo on Friday.
Driver Prem Lama was also released as the police could not establish his involvement in the case.
"These two persons had simply been detained for interrogation, and were not arrested," Taki added.
Meanwhile, the PRI leaders of East Siang have vehemently condemned the incident of alleged extortion.
East Siang Zilla Parishad Chairperson, Kaling Dai in a statement said that any extortionist is anti-social element, who has no colour and community and deserves to be punished under the relevant law.
The leaders appreciated the district police and civil administration for taking prompt action in this case.
Extending solidarity with victim, the PRI leaders urged the government officers not to tolerate any kind of intimidation by the anti-social activists.
"Engineer Tameng Jamoh is the first officer, who dared to complaint the authority against the criminal defying his life risk", they said.
Meanwhile, Nino Welfare Society while welcoming the Yangfo Welfare Society (YWS)'s Sunday's statement has appealed everyone to stand united against nefarious design of criminals who have become liabilities for the society. YWS while condemning the alleged involvement of its fellow clan member in extortion case at Pasighat had sought strong punishment and also decided not to back them.
"In one voice, civil society is demanding severe punishment to the alleged offenders and also to un-earth such other incidents going on in the society without anyone's knowledge. We must rise above our petty differences and stand united to defeat their nefarious designs. They are creating gap between tribes/communities and weakening social harmony and fellow feelings. Their heinous crimes need condemnation in strongest terms," stated Nino Welfare Society. Further they added, "We appreciate the sentiments and feelings of the Yangfo Welfare Society and also appeal to other likeminded organizations for support for a proper and speedy investigation of the whole matter by Pasighat Police."
BJP crucial meet resolves internal rift

PASIGHAT, July 4: The rank and file of East Siang District Bharatiya Janata Party (BJP) in a coordination meeting here on Monday resolved the internal wrangling that had ensued for the last several months.
The saffron brigade through the crucial meeting held in presence of party's State Council members and two BJP MLAs of the district has ended all controversies surfaced between two groups of Municipal Councilors in Pasighat urban body.
The meeting chaired by party's East Siang District President Tamat Jonnom discussed the pros and cones in party and finally resolved to end all allegations and counter-allegations meted out by party activists against their leaderships.
This was the first joint meeting of the saffron party after expulsion and subsequent revocation of two BJP councilors of the Pasighat urban body.
District President Tamat Jonnom in his address cleared that BJP's state president revoked the expulsion order by his discretionary power for greater interest of the party.
Terming that the party workers are members of a same family, he urged the members to work together to strengthen the party.
Nari-Koyu MLA Kento Rina requested the party activists to keep tolerance in any difficult situation and maintain cordial relation among the members.
Stating that there was no problem in the party at MLA Rina urged the Mondal committee leaders to regularly submit activity report to District Committee for their perusal.
Among others, Pasighat East MLA, Kaling Moyong, former district presidents Tamat Gamoh and Daniel Mibang and senior party activists spoke on the occasion and urged the party workers to shed ideological differences.
The meetin also adopted party resolutions passed by State BJP committee regarding party's future working plan.
ATA reiterates demands
ITANAGAR, July 4: Arunachal Teachers' Association (ATA) has reiterated its demand for complete bifurcation of Elementary and Secondary Education from block to district level.
ATA suggested for creation of separate Deputy Director of Elementary Education (DDEE) and Deputy Director of Secondary Education (DDSE) for all the districts and appointments from amongst the senior most principals, creation of Secondary Education Officer (SEO) post equivalent to the Block Education Officer (BEO) of elementary education and appointments amongst from the TGTs and PGTs.
To bridge the gaps in promotional cycle of serving teachers and to minimize the shortage of subject teachers at higher level, ATA suggested that there should be single entry grade (i.e. Primary Teacher) for Elementary Education and Trained Graduate Teacher (TGT) for Secondary Education.
ATA also demanded a modification in the recruitment rule (RR) for the post of Director (Elementary & Secondary) and appointment of Officiating Director from the senior most Joint Director along with all the entitled perks till RR is modified.
Other demands of ATA included immediate notification of RR for Block Education Officers (BEO) of Elementary Education, notification of separate Recruitment Rules for Headmaster and Vice Principal, immediate sanction of HM/VP posts for all the upgraded Govt. Higher Secondary and Secondary Schools, maintenance of 2013 RR for the post of Trained Graduate Teacher (TGT):
ATA further stated that "As per Recruitment Rules of Trained Graduate Teacher (TGT), 50% of the vacant posts are to be filled up through direct recruitment and rest 50% by promotion amongst from serving Primary Teacher. But, the Department of Elementary Education is violating the RR in recruitment and DPC process citing the Cabinet decisions taken on 7th August 2009 while approving the regularization of SSA Trained Graduate Teacher (TGT) due to which the promotional avenues of serving senior most PRT is reduced to 25%."
ATA urged the minister instruct the concern department to strictly abide by the existing RR for the mentioned posts.
"Moreover, keeping in view of SSA teachers and to pave the way for unimpeded regularization process of SSA TGT, we have initiated for amendment of TGT Recruitment Rules at the ratio of 50 % for promotion from Primary Teacher (PRT), 25% for regularization of TGT (SSA) and 25% for direct recruitment. However, it could not be materialized because of political turmoil in state last year and subsequent proclamation of President Rule," ATA said and urged the Minister to look into the matter.
DRDA governing body meeting held

PASIGHAT, July 4: Lok Sabha Arunachal East MP, Ninong Ering has urged the panchayat leaders and officers to develop a positive attitude for proper implementation of the development schemes. He assured them to move the central government for timely release of DRDA funds.
MP Ering was attending the 49th Governing Body meeting of District Rural Development Agency (DRDA), East Siang district conducted at DC's Conference Hall on Monday.
Chairing the meeting, East Siang ZPC, Kaling Dai reviewed progress and achievements of various rural development works for the year 2016-17 in all four development blocks of the district and discussed on the Annual Action Plans(AOP) submitted by the Block Development Officers (BDO) concerned.
ZPC Dai urged the officers and PRI leaders to ensure proper implementation of the rural development schemes for the benefit of the common people.
East Siang Deputy Commissioner-cum-CEO, Isha Khosla said that DRDA schemes if implemented properly can enhance living standard of the rural people. She stressed on conduct of gram sabha as per guidelines framed by the government, instructed the BDOs to regularly monitor the progress of works and ensure that construction works are executed as per specific estimates.
DRDA Project Director, Sibo Passing presented block-wise reports on the implemented projects/schemes with reference to fund receipt and expenditure against the schemes. He informed that the department in the district received an amount of Rs 210.90 lakh for the year 2015-16, out of which Rs 201.12 lakh (including fund transferred to newly created Siang district) has been spent for implementation of a total 138 schemes (excluding IAY, IWMP). As such, as many as 102416 persons of 8225 household were provided employment during the period.
Some Zilla Parishad Members (ZPM) put their concerns on the Rural Housing schemes under IAY (renamed as Pradhan Mantri Awash Yojana-Gramin (PMAY-G) and road works MG-NREGA being not properly implemented in the district. Alleging many loopholes in the system of supplying CGI sheets under rural housing scheme, the leaders have demanded the authority to immediately stop the scheme. The ZPMs also suggested the gram panchayat bodies to put stress on agriculture, horticulture and community forestry schemes under MG-NREGA rather than road works and irrigation channel etc.
The BDOs in the meeting lamented that they have no power to monitor works in PMAY-G scheme as their responsibility is limited to distribute the supplied CGI sheets among the selected beneficiaries. Moreover, they have no right to dictate the member secretaries to conduct Gram Sabha for adopting need based schemes.
'My Village My Development' starts at Seppa
SEPPA, July 4: Three days capacity building training for GPDCs, BRGs and GP/Block level functionaries of 10-Seppa East and 11-Seppa West on participatory planning process under “My Village My Development Plan” commenced on Monday at Seppa.
Briefing the participants about the objective of the programme, Assistant Director (SIRD), S. W. Bagang apprised on the role of various ground level stakeholders in the planning process. Informing about the constitution and composition of committees under this plan at different level, he explained the roles and functions of Gram Panchayat Development Committee (GPDC) such as its role in planning and beneficiaries selection.
Speaking during the inaugural session, East Kameng DC, Rajeev Takuk exhorted the participants to avail the opportunity to the fullest. He urged the trainees to attend the training programme dedicatedly. He spoke about the basic features requisite for preparing a best and effective plan, which include prior knowledge on geography and sociology, information on developmental aspect in agricultural, educational and other sectors, and convening of inclusive and progressive meeting focusing on real and pragmatic issues.
Dwelling on the decentralization, East Kameng ZPC, Meyuk Cheda appealed every stakeholder to take advantage from participatory planning mechanism to the fullest. Exhorting all to shoulder the responsibility for development of the district, she urged everyone to cooperate and coordinate in this socio-economic developmental endeavour. She also requested everyone to use the resources judiciously and submit the UC on time.

Vanamahotsava week observed, tree saplings planted

PASIGHAT, July 4: Tree saplings were planted at Upper Primary School, Balwadi, near APP Colony on Saturday observing the Vanamahotsava Week from July 1 to 7 by members from Women Against Social Evils (WASE) in association with the Pasighat Forest Division.
More than 30 tree saplings were planted in the school premises involving the school teachers and students.
WASE president Omem Ering shared that the school had no trees planted in its compound and required the plantation as it would not only increase beautification of the school but would also provide shed during summer. WASE appealed every section of the people, especially those learned and environmentally concerned individuals to come forward and plant trees. Range Officer, J. Geyi informed that weeklong mass plantation of trees in different institutions will be carried out as part of Vanamahotsava week. Sensitization of public regarding tree plantation is the basic objective of the festival, added Geyi.
Meanwhile, WASE stated that wine shops were found open till 8.30pm in the night violating the government guideline of closure by 7 pm at Bilat on Sunday evening. WASE called for strict action against such violations from the district administration.
One loses life in a motor accident
ITANAGAR, July 4: A four months pregnant woman was killed after the Banderdewa bound passenger bus that she boarded from Itanagar, bearing registration no. ARC 2356, following a brake fail hit the hillside near Shiv Mandir, opposite Sango Hotel, about seven kilometers from here on Monday afternoon.
The deceased has been identified as 30 years old Gyamar Yafa. Police said following the accident, she was rushed to Tomo Riba State hospital in Naharlagun, from where she was referred to Rama Krishna Mission Hospital where she succumbed to her injuries. The incident occurred at around 3:45 pm. "The bus was carrying around 15 passengers. None of them were seriously injured apart from the deceased," said IO of the case SI R K Jha.

SUMAA facilitates free-education for underprivileged
ITANAGAR, July 4: The Students United Movement of All Arunachal (SUMAA) claimed that it has facilitated admission of at least 10 underprivileged and orphan children in getting free-education at Garden Dew Residential School, RWD Colony Itanagar. The free education will be given to underprivileged children up to class (VIII) standard, SUMAA claimed in a release.
The free-education admission was done in presence of Hibu Tamang SP (Telecom) and P. George, Principal Garden Dew Residential School along with local guardians of the children, it further added. SP Hibu Tamang appreciated noble initiative of the student organisation and goodwill gesture by the school authority.
Unions demand inquiry into Bhalukpong landslide
ITANAGAR, July 4: The All Tawang Students' Union and West Kameng District Students' Union, while deeply mourning the tragic death of 10 people in the Bhalukpong landslide, have demanded the state Govt. to conduct a proper inquiry into the whole episode leading to such tragic incident.
The incident might have occurred due to rampant earth cutting work being undertaken in the area, they said.
They also demanded immediate release of ex-gratia to the families of the deceased.

NSCN(R) cadre nabbed
KHONSA, July 4: Security forces apprehended an NSCN(R) cadre from Khonsa town on July 2.
Based on intelligence report of extortion activities being carried out in Khonsa Town, the 16 Assam Rifles deployed in Khonsa launched a search operation in Khonsa area and apprehended the NSCN(R) cadre, identified as self-styled SS Pvt Monglat Akhang of New Laptang village under Tirap district.

Power disrupted
YINGKIONG, July 4: The incessant rainfall has disrupted functioning of Yingkiong Phase I & II Hydropower Canal at two points. It also washed away the main water supply line on midnight of 2nd July. Deputy Commissioner Remo Kamki accompanied by Bading Teng ZPM, Jumte Jini, EAC Town Magistrate, DRRO and DIPRO rushed to the spot to arrange for emergency restoration work.
Workers from PHE, Hydro power department and ALCs are manually working to complete the restoration work. However authorities informed that it might take some more days to fully restore the canal. (DIPRO)
WHL joins hand with Green Pioneers in making dustbin
ITANAGAR, July 4: The Arunachal Women Helpline (WHL) on Monday joined hands with the Green Pioneers in the campaign of dustbin making and painting.
The orphans and the survivors of violence participated enthusiastically in painting the tin dustbins along with the volunteers of Green Pioneers and the staff of WHL at Oju Welfare Association (OWA) premises, Naharlagun.
Volunteers from 'I love Arunachal' and 'United Charity' also took part in the dustbin making and painting programme.
STS General manager Abu Tayeng sponsored the refreshment and also gifted the children with slippers and shoes and miscellaneous toiletry items through Green Pioneers.
Dr. Tojum Basar also attended the programme with sweets for the children and victims and also talked to the volunteers appreciating their commitment and work.
In total, 38 tin dustbins were painted green and later planted all along the daily market, some in the premises of police station and Department of Women and Child Development.
40 bikers fined for not wearing helmet
TEZU, July 4: As many as 40 bikers without helmet were caught and imposed fine during the helmet awareness week in Tezu being organized by Lohit District Road Safety Council.
The team of council comprising SP Guni Pertin, SDO Gautam Hazarika, and District Transport Officer S Tayang sensitized the motorcyclists about the importance of wearing helmet while riding two-wheelers.
The petrol depots have also been instructed not to issue fuel to those who come without a helmet.
Motor Vehicle Inspector and police personnel were also present.
The helmet awareness week is also an initiative of the Lohit District Administration to sensitize public about road safety and safe ride in the wake of increasing road accidents in Tezu. DIPRO

Kanubari GHSS best among schools in Longding
ITANAGAR, July 4: The Govt. Higher Secondary School, Kanubari was adjudged as the best among the schools in Longding district by the Department of Education. Govt. of Arunachal Pradesh.
The school recorded 73% pass percentage with more than 15 students securing 8.5-9.5 CGPA in class ten examination conducted by CBSE in 2015-16, according to a school release.
In Class 12, the pass percentage was 29%.
The results would have been better, had there been subject teachers for English, History and Political Science, said school Principal Nyamo Rina.
The school was awarded Rs. One lakh for being chosen as the best school of Longding.

Org contributes essential items to landslide victims
ITANAGAR, July 4: The Arunachal Pradesh Shanti Sena on Monday contributed essential items to the landslide victims of Borum village. The houses of Sangte Tungi and Tai Sangbia were washed away completely by heavy landslide on July 2 last.
Meanwhile, the Sena has appealed to the concern authority to provide compensation to the affected families.

ITANAGAR, July 4: Mass social service cum parent teacher meet was conducted at Aniya Primary School, Nirjuli on July 1.
Later, a meeting was convened to discuss demarcation of school boundary, development agendas like water supply and electricity connection in the school and construction of school approach road. The school is yet to be connected with a motorable road and has no electricity and water connection. The meeting concluded with a resolution to approach concern authority for sanctioning funds to meet the demands.

ITANAGAR, July 4: The Dibang Forest Division, Roing celebrated the 67th Vanamahotsava. In a simple function organized by the forest personnel at Intaya Public School, Roing, the Divisional Forest Officer Aduk Paron briefed the students about importance of forests and wildlife.
The evolution of Vanamahotsava and its subsequent celebration in the country was appraised in detail. He advised the senior students to guide the younger one in taking care of the planted saplings. Later, a plantation drive was organized in the premises of the school where the young students along with school administration and forest personnel planted various species.
Libang visits steel bridge
YINGKIONG, July 4: Parliamentary Secretary PHE cum local MLA Alo Libang accompanied by ZPMs Bading Teng and Nyokgon Nitik on Monday inspected steel suspension bridge linking WRD colony with the main Yingkiong Township. Libang expressed serious concern over deplorable condition of the bridge. Parliamentary Secretary appealed to the WRD to initiate action for renovation of the dilapidated bridge as soon as possible. about it. Reckless earth cutting along with huge deforestation is fast changing the
topography of the state.
Especially in capital complex illegal earth cutting poses serious threat. Despite
several notices and warning issued by the capital administration people are not ready
to stop it. Also denizens construct buildings on sloppy hills and over the drain.
Very recently whole capital had to suffer a lot after highway near Hotel PYBSS caved
in due to blockade of natural drain while constructing the said hotel. In many sector
people have blocked the way of natural drain and constructed huge building over it.
They forget that one fine day nature will somehow find its way and that time they
will face massive threat. The denizens of capital complex should learn a lesson from
the Bhalukpong tragedy. They should understand that human life is more precious than
materialistic concrete buildings.

Transfer policy
Dear Editor,
Every government organization should have a fair and impartial transfer policy. Any
government employee cannot avoid the compliance of the transfer order. An employee
holding a transferrable post cannot claim any vested right to work at particular
place. But an employee should be transferred on completion of their prescribed three
years. As per transfer policy of the government, all official of the department are
liable to be transferred to any part of state.
Bringing of direct or indirect political or other influence by any official / officer
regarding his posting / transfer would attract the provision of Rule 20 of CCS (conduct)
Rules, 1964, as per which appropriate disciplinary action may be initiated against
him or her. It is entirely upon the competent authority to decide when, where and
at what point of time, a public servant is to be transferred.
Transfer is not only an incident but an essential condition of service in any manner.
As per office memorandum (M.O.), it has also been stipulated that whenever public
interest demands that an officer and officials should be transferred from his place
of posting even before completion of 3 years in the place.
Regarding the transfer and posting of ADC-in-charge of Seijosa, government transfer
order should be accepted because there are many senior APCS officers, who are waiting
for their promotion from EAC to ADC.

Towards a safer environment
Dear Editor,
Through the column of your esteem daily, I would like to share some simple tips to
protect our environment. As we all are aware of the fact that healthy environment
is necessary for the human and animal life to survive, getting fresh air, drinkable
water, edible food are dream of every living things and are the main resources that
are necessary to continue the life. Yet at the same time people cannot maintain a
desirable standard of living without the consumption of natural resources which cause
huge damage to environment. Unfortunately, human activities like excessive use of
natural resources reduce their availability, Deforestation which leads to excess
presence of carbon dioxide in air, rising of many industries and factories, Increasing
numbers of vehicles on the road, all have a very harmful impact on environment and
cause public crisis, render areas un inhabitable.
So in order to reduce the rapid destruction of environment let us follow these simple
steps at least to make our environment clean. Small contribution on your part can
make a huge difference.
1. Let us switch over to alternative fuels instead of fossil fuel for our energy
requirement. These could be solar energy, hydro Power, wind energy.
2. Let us encourage afforestation "Planting one tree one person" every year.
3. Let us promote" No vehicle ride" for at least a day in a week.
4. Let us make Reduce, Reuse and Recycle as our Mantra.
5. Let us organize awareness campaign about air, water, pollution among friends
and neighbor.
6. Let us have habit of turning off electric equipment rather than letting it run
on standby.
7. Let us" Save Water" and not "Waste it". Water used for washing vegetables may
be used to water plant in the garden.
8. Let us encourage composting system.
9. Let us have the habits of repairing leaky plumbing.
10. Let us discourage the use of polythene bags.
Lastly, unless we all realize our own responsibility and start using environment
friendly process, the very survival of our planet is in danger.

Dear Editor,
In response to the letter under the heading “transferred teachers” in your esteemed
daily, I would like to mention that eight teachers have already been released from
this establishment. Six teachers have joined in this school and out of six teachers,
two teachers have already applied for Child Care Leave. In this way, only four new
teachers are working in this school. Hence, in such situation, the Principal has
to take certain measures to run the school smoothly and for the betterment of students.
But without knowing the facts and actual problem faced by the Headmasters and Principals
in running a school, some good and aware citizens of Capital Complex blame on the
the head of institutes for every minor thing.

Dear Editor,
Apropos to your news article titled "Civilian Accuses Army of Atrocity" in your
newspaper on 02 July 2016 wherein a complaint by the wife of Mr Moni Singh, resident
of Changlang about false victimization of her husband has been published.
The facts stated are incorrect and seemed to have been published verbatim based on
an unverified statement and portray a negative bias and lack of understanding of
military matters by the journalist.
It is clarified that on 13 June 2016,Mr Moni Singh was approached at 1000 hrs for
obtaining keys to his personal car that while being wrongly parked on the main road
had caused a traffic jam. There was no raid conducted by the unit.
On 27 June 2016, based on corroborated inputs, the unit team had seized the recoveries
along with two police constables of Changlang Police Station from the house of
the accused for which he was detained till 1400 hrs on 28 June 2016. The accused
post a comprehensive medical and the recoveries have been handed over to the police
in conjunction with FIR Number 14/16 U/S 384/506/34 IPC R/W Sec-25(1)a Arms Act dated
28 June 2016.

Appreciable Decision
Dear Editor,
After the bold decision to revoke all officiating, adhoc, out of turn promotion in
PHED, Kalikho Pul has pressed yet another popular button in solving the long pending
problem of shortage of teaching staffs in numerous govt. schools by saying a ‘Big
No’ to culture of deputation of teachers as OSDS to Bhavans, Houses in Delhi, Kolkata,Guwahati
,Shillong and various State Departments attached with Ministers, Parliamentary Secretary’s
and top level officials.
Equally laudable is his decision to make the CRC and BRC employees to compulsorily
teach in schools along with other lesser fortunate teachers who often take the burden
of the entire teaching load of the school. Considering that the total number of CRC
and BRC in the State are more than thousands, the step of the visionary CM will instill
a deep sense of commitment to teaching as a noble profession and will also go a long
way in generating as sense of equality amongst the teaching community.
The problem of shortage of teachers will be further addressed by making all the
ADEO’s and BEO’s, whose strength also crosses few hundreds, by making it mandatory
for them to achieve a fixed no of teaching periods in an academic year. Such a out
of box idea, besides solving the problem of shortage of teachers, will also cut the
mad race for being at nonteaching and relatively eased and covetous posts of Officers
amongst the teaching community.
Through this letter to all editors of esteemed dailies, I strongly urge upon the
CM, Minster Education, CS, and the Secretary Education to evolve a strategy for a
tenure based intra District and inter District posting of JT’s , ST’s, Headmasters,
Vice Principals, Principals to do away with the blame game of teaching community
involving in the local the politics, absenteeism on account of domestic and agriculture
season, and most importantly, giving them mobility, dynamism and varied job experiences
on one hand and better learning output of the students on the other.

Landslides in Arunachal
Dear Editor,
Authorities should take strict actions against earth cutting while the general public
should be careful and aware of impending disaster in the time of rainy and flood
seasons.
I appeal each and every citizen not to indulge or encourage illegal practices of
earth cutting as unscientific earth cutting are the reasons behind landslides in
most cases.
The precious lives could have been saved if they were well aware about the landslide
prone areas or danger zones. Most of the poor citizens of our state are risking their
life by sheltering at such landslide prone Areas.
Awareness needs to be disseminated regarding the danger zone or disaster prone areas
to the uneducated and unaware poor citizens.
so I appeal all the likeminded citizens as well as the department to kindly create
awareness regarding hazards of earth cutting.
